Section 24. Constitution of Councils
(1) The Central Government establishes the Central Apprenticeship Council, and the State Government the State Apprenticeship Council, by Gazette notification.
(2) The Central Apprenticeship Council consists of a Chairman, Vice-Chairman, and other members appointed by the Central Government from: (a) employer representatives (public/private sector); (b) Central and State Government representatives; (c) persons with special knowledge of industry, labour and technical education; and (d) representatives of the All India Council and Regional Boards.
(3) The number of members from each category, their terms, procedure, and vacancy-filling are as prescribed.
(4) The State Apprenticeship Council has a parallel composition (Chairman, Vice-Chairman, and members from employer, Government, expert, and Board/State Council of Technical Education representatives), appointed by the State Government.
(5) The number of members, terms, procedure and vacancy-filling for the State Council are determined by the State Government by Gazette notification.
(6) Fees and allowances for Central Council members are determined by the Central Government, and for State Council members by the State Government.
