Section 4. Power of Registrar to withdraw or transfer cases, etc.

The Registrar may, by a reasoned written order, withdraw a matter pending before an officer appointed under section 3(2) and deal with it personally — either afresh or from the stage reached — or transfer it to another such officer, who may then proceed afresh or from the point of transfer, subject to any special directions given.

This gives the Registrar administrative flexibility to reallocate cases among subordinate officers without prejudicing the proceedings already conducted.
