Section 59. Removal of difficulties
(1) If any difficulty arises in giving effect to this Act, particularly in transitioning from the repealed enactments to this Act, the Central Government may, by order published in the Official Gazette, make provisions not inconsistent with the Act’s purposes, as appear necessary or expedient to remove the difficulty.
(2) An order under sub-section (1) may have retrospective effect from a date not earlier than 1 December 1961.
